The Superintendent shall develop and supervise a program for the security of the Corporation’s students, staff, visitors, buildings, grounds, and equipment.

FACILITY SAFETY

This program may include the use of video and audio monitoring and recording equipment on the Corporation’s grounds and in the Corporation’s vehicles.

The Board directs the Superintendent to identify persons who knowingly or negligently damage property or expose persons to the risk of harm in the course of Corporation activities. If persons responsible for harm or risk of harm to a person or property damage are identified, the Board directs the Superintendent and staff to remove these persons from Corporation property, to cooperate in the prosecution of these persons and to pursue recovery of the cost of repair or replacement of damaged property.

In implementing the security program required by this policy, the Board authorizes the Superintendent to direct a person that the person is prohibited from entering Corporation property or not attend a Corporation activity when the Superintendent determines that such an action is necessary to prevent disruption of school operations. Where a person does not comply with such a directive, the Board authorizes the Superintendent to seek arrest of the person by a law enforcement officer and prosecution of the person under applicable law. A decision by a designee of the Superintendent may ask that the Superintendent review and modify the designee’s decision.

The Superintendent is authorized to install metal detectors and video and audio monitoring equipment on school property in order to protect the health, welfare, and safety of students, staff, visitors, and Board Property. The Superintendent is also authorized to deploy other security devices that would assist in the detection of contraband such as weapon’s or drugs:

A. In school buildings;
B. On Corporation property;
C. At school activities held off site.

The Superintendent shall report to the Board, no later than the next Board meeting, any significant incident involving vandalism, theft, personal safety, or other security risk and the measures being taken to address the situation.

STUDENT TRANSPORTATION SAFETY

School bus drivers must always be mindful of the safety of all students in their care. Pursuant to I.C. 9-21-12-20, when a school bus is operated on a U.S. route or state route, the driver may not load or unload a student at a location that requires the student to cross a roadway unless no other safe alternatives are available (unless the location is on a U.S. route or state route within the boundary of a city or town). When a school bus is operated on a street or highway other than a U.S. route or state route, the driver shall load and unload a student as close to the right-hand curb or edge of the roadway as practicable.

If a school bus driver must load or unload an elementary school student at a location that requires the student to cross a roadway that is a U.S. route or state route (unless the location is on a U.S. route or state route within the boundary of a city or town), the Superintendent or Superintendent’s designee shall present the school bus route to the School Board for approval.
