Parents or legal guardians of a student seeking enrollment may verify residency and proof of legal settlement in the Corporation’s geographic boundaries through the following method:

  1. Parent/legal guardian must provide an Indiana driver’s license or state ID with current address, Passport/Visa, or Military ID.  This person must also provide a deed, building permit, rental agreement, mortgage statement, current lease (including term, address of leased property, name and phone number of the lessor, name of the lessee and a listing of tenants), or property tax statement in the parent/legal guardian’s name and at an address in the Corporation boundaries.
  2. The parent/legal guardian must provide one of the following: a current water bill, gas bill, cable/internet bill, utility connection notice, or a homeowners or renters insurance statement. The bill must be in the parent/legal guardian’s name and reflect an address within the Corporation boundaries.
  3. *If, and only if, the parent/legal guardian and student are living with another family member or individual residing in the Corporation’s geographic boundaries, and the parent/legal guardian cannot verify residency through #1, the parent/legal guardian can provide a sworn statement, via a verification of residency form, from the legal resident of the home in the Corporation’s boundary attesting to the Parent/legal guardian and Student’s residency at the address in the Corporation boundaries. The parent/legal guardian is still required to verify residency through one of the following: Auto insurance, bank statement, government agency letter, pay stub, or medical bill.

In the event that a notarized statement of residence is provided, the Parent/legal guardian must still provide two of the documents from number 2 above.  Parents, a legal guardian, or an eligible student shall be advised what is required for enrollment at the time of the family’s inquiry.

The last school attended by the student shall be contacted at the time of the inquiry and requested to send all appropriate records.

If the last school attended indicates no record of the student’s attendance, or the records are not received within fourteen (14) days of the date of request, or if the student does not present documentary evidence, the principal shall immediately notify the law enforcement agency where the student resided and the Indianapolis Police Department that s/he may be a missing child.

Immunization requirements are to be in accordance with Policy.

Transfer Students

The Corporation may accept the transfer of any student who does not have legal settlement within the Corporation during a specific transfer window set forth by the district each year.

Pursuant to I.C. 20-26-11-6.5, and except as permitted by law for capacity, discipline, or attendance issues, the Corporation shall accept a transferring student who does not have legal settlement in the school corporation and who has a parent who is a current employee of the transferee school corporation or has a parent that is an employee of a contracted agency/corporation that works in the school building for a minimum of 20 hours per week:

  1. with an annual salary of at least eight thousand dollars ($8,000); or
  2. with an annual salary of at least three thousand dollars ($3,000) earned due to being included as an employee in the extracurricular portion of the transferee school corporation’s current collective bargaining agreement;
  3. and who resides in Indiana.

In addition, students without legal settlement in the Corporation may be enrolled in compliance with Policy and state law. Transfer students shall apply for enrollment by the deadline established by the Board.

When a transfer student applies for enrollment, the Superintendent or his or her designee shall review each application to ensure the student meets statutory criteria and capacity designations. They will then make recommendations to the Board based on the criteria below.

Criteria for Enrollment of Transfer Students

The following factors should be considered when enrolling your student into FTCSC:

1. To be successful as a transfer student at FTCSC, the student should be maintaining a 96% attendance rate at the current school and be in good standing.

2. The student must not have an excessive discipline record that includes an expulsion, 10 days suspension from another school, or disciplinary infractions per Indiana Code 20-26-11-32J.

In addition, the student has not been suspended or expelled within the previous 12 months for:

  • Possession of a firearm, deadly weapon, or destructive device. 
  • Causing physical injury to a student, school employee, or visitor. 
  • Violating a drug or alcohol policy. 

3. Returning transfer students must submit an “Intent to Re-Enroll Form” by May 1st of each year. Disciplinary action such as expulsion and/or excessive tardies or absences is a cause for denial of re-admittance.

4. The transfer should not place an undue burden on FTCSC, as determined by the Superintendent.

5. Final approval for admittance of transfer students to FTCSC is made by the Superintendent. No appeals will be heard by the Board.

6. FTCSC reserves the right to place the student in the building and class deemed most appropriate.

7. FTCSC is not responsible for transportation of transfer students to and from school.

8. The Superintendent will determine if there is sufficient room in the building, grade level, and specific classroom to accept a transfer student.
