Verification of legal settlement/ability to enroll must be provided by a parent/legal guardian of a student seeking enrollment through the following documentation:

  1. Parent/legal guardian must provide both an Indiana driver’s license or state ID with current address and a deed, building permit, rental agreement, mortgage statement, current lease (including term, address of leased property, name and phone number of the lessor, name of the lessee and a listing of tenants), or property tax statement in the parent/legal guardian’s name and at an address in the Corporation boundaries.
  2. Parent/legal guardian must also provide one of the following: a current water bill, gas bill, electric bill, utility connection notice, cable bill, internet bill, auto insurance bill, bank statement, government agency letter, or pay stub with address in the parent/legal guardian’s name and for an address in the Corporation boundaries.
  3. If, and only if, the parent/legal guardian and student are living with another family member or individual residing in the Corporation’s geographic boundaries, and the parent/legal guardian cannot verify residency through number 1, the parent/legal guardian can provide a sworn a statement, via a residency affidavit form, from the legal resident of the home in the Corporation’s boundary attesting to the Parent/legal guardian and Student’s residency at the address in the Corporation boundaries.

In the event that a sworn statement (residency affidavit) of residence is provided, the Parent/legal guardian must still provide two of the documents from number 2 above.  Parents, a legal guardian, or an eligible student shall be advised what is required for enrollment at the time of the family’s inquiry.

The last school attended by the student shall be contacted at the time of the inquiry and requested to send all appropriate records.

If the last school attended indicates no record of the student’s attendance, or the records are not received within fourteen (14) days of the date of request, or if the student does not present documentary evidence, the principal shall immediately notify the law enforcement agency where the student resided and the Department of Child Services that s/he may be a missing child.

Immunization requirements are to be in accordance with Policy.

Transfer Students

The Corporation will educate, tuition free, students who have legal settlement in the Corporation, and students enrolled according to the requirements of I.C. 20-26-11. The Corporation is not accepting the transfer of any student who does not have legal settlement within the Corporation. Pursuant to I.C. 20-26-11-6.5, and except as permitted by law for capacity, discipline, or attendance issues, the Corporation shall accept a transferring student who does not have legal settlement in the school corporation and who has a parent who is a current employee of the transferee school corporation or has a parent that is an employee of a contracted agency/corporation that works in the school building for a minimum of 15 hours per week:

  1. with an annual salary of at least eight thousand dollars ($8,000); or
  2. with an annual salary of at least three thousand dollars ($3,000) earned due to being included as an employee in the extracurricular portion of the transferee school corporation’s current collective bargaining agreement;
  3. who resides in Indiana

if the transferee school corporation has the capacity to accept the student.

The Corporation will allow a grandfathering for any employee hired prior to July 1, 2019 who does not meet the requirement to have an annual salary of at least $8,000.  

Pursuant to IC 20-26-19 et.seq. a student meets the residency requirements for enrollment in the Corporation if the parent of the student meets the following:

  1. The parent is transferred to or is pending transfer to a military installation within Indiana while on active duty pursuant to an official military order.
  2. The parent submits to the public school:
  3. an application, as determined by the public school, for enrollment in the public school; and
  4. documentation, as determined by the Indiana State Board of Education, regarding the transfer or pending transfer.

The Corporation will allow a transferred student to stay enrolled in a FTCSC school after the employee has broken employment.  Exceptions to this would be concerns due to attendance or behavior.

The Superintendent (or designee) may assign a student to a school other than the school serving the attendance area established by the Board if the exception is consistent with the interests of the student and Corporation. The Superintendent (or designee) shall assign incoming students to such schools, grades, and classes that meet the student’s educational needs. The principal shall assign students in a school to grades, classes, or groups based on the needs of the student and Corporation.

Special considerations apply to enrollment of homeless students. Refer to Policy C125 Homeless Students for information and procedures for enrollment of homeless students.
